It gets transferred as it’s still in the App Store, but then it endlessly searches for updates it can’t get because it’s not available for iOS 17. So just heats up the phone and drains the battery pretty minor update that can be avoided by updating the phone first then resetting it to factory and doing a data transfer. As that will correctly trigger the apps to not transfer, this update is for the users who can no longer do that.
